Duties and Responsibilities:

  1. Strategic Direction and Operations Management
  • Ensure the strategic direction of operations as a member of the CO management team.
  • Act as an efficient and client-oriented resource for program and project implementation activities, optimizing delivery.
  • Provide resource management support, including program delivery management and resource allocation, in collaboration with senior management and program teams.
  • Advise on office financial sustainability and program resource management.
  1. Compliance and Risk Management
  • Ensure full compliance with UN/UNDP rules, regulations, policies, and Internal Control Framework (ICF).
  • Implement corporate operational strategies and establish management targets.
  • Monitor office performance indicators and take corrective actions when necessary.
  • Establish collaborative arrangements with partners and manage partnerships and resource mobilization.
  1. Standard Operating Procedures and Knowledge Sharing
  • Map CO business processes and establish internal Standard Operating Procedures (SOPs) for various operational areas.
  • Support knowledge building and sharing within the CO, consolidate lessons learned, and contribute to UNDP knowledge networks.
  • Coordinate staff learning needs and facilitate staff development.
  1. Financial Resources Management
  • Ensure effective financial resources management and supervision of the Finance team.
  • Plan CO financial resources, track and record expenditures in compliance with IPSAS.
  • Oversee contributions management and accounting for contributions to UNDP.
  • Manage cash assets, monitor financial exception reports, and investigate anomalies.
  1. Human Resources Management
  • Ensure strategic human resources management and supervision of the HR team.
  • Ensure compliance with corporate human resources policies and strategies.
  • Advise on staffing, oversee recruitment processes, and manage performance and staff development systems.
  1. Procurement, Logistics, and Administrative Services
  • Provide efficient procurement, logistical, and administrative services and supervise the Procurement team.
  • Ensure compliance with corporate rules and regulations related to procurement and logistics.
  • Develop procurement strategies, oversee procurement processes, and manage contract and asset management.
  • Maintain effective information and communication management, including ICT systems and infrastructure.
  1. Common Services Management
  • Establish and manage common services in collaboration with other UN agencies.
  • Develop common services strategies and budgets and monitor agencies’ contributions.
  • Contribute to inter-agency efforts and ensure cost recovery measures for common services.
  1. Security Management
  • Serve as the Country Security Focal Point for UNDP and ensure the safety and security of staff and premises.
  1. Other Duties
  • Perform other duties within the functional profile as necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience:

Education:

  • Advanced university degree (master’s degree or equivalent) in Business Administration, Public Administration, Finance, Economics, or related field.
  • A first-level university degree (bachelor’s degree) in the above-mentioned fields, with an additional two years of qualifying experience, will be considered.

Experience:

  • Minimum of 5 years (with a master’s degree) or 7 years (with a bachelor’s degree) of relevant experience at the national or international level.
  • Experience in management advisory services, operational systems, and international organizations.
  • Experience with web-based management systems and statistical analysis software.
  • Previous work experience in Asia and the Pacific region is desirable.
  • Knowledge of accrual accounting, IPSAS, or IFRS is an asset.
  • Managerial experience in program finance, human resources, procurement, and operations is an asset.
  • Ability to deliver under pressure and in short timeframes is an asset.
  • Knowledge of UNDP program and project management policies and procedures is an asset.
  • Excellent knowledge of ERP platforms (such as PeopleSoft) is an asset.

Language:

  • Fluency in English is required.
