REQUIRED QUALIFICATIONS

  • Education
  • Advanced university degree (Master’s or equivalent) required in the field of culture, international law, international relations, or a related discipline.

 Work Experience

  • A minimum of four (4) years of relevant professional experience in the field of culture and/or international law, preferably with two (2) years acquired at the international level.

Skills and competencies

  • Initiative-taking ability and ability to manage competing priorities, organize and prioritize heavy workloads to meet established deadlines, with a strong capacity for accuracy, close attention to detail, and quality of work.
  • Excellent drafting skills and ability to draft legal advice on complex and sensitive questions.
  • Ability to interact efficiently with a wide range of stakeholders both within and outside the Organization.
  • Excellent analytical, diplomacy, and advocacy skills, including the ability to collect, synthesize, and analyze complex information from various sources and convey messages.
  • Proven ability to maintain effective working relations in a multicultural environment.
  • Good IT skills (Excel, Word, Outlook, PowerPoint, etc.).

 Languages

  • Excellent knowledge (written and spoken) of English or French and good knowledge of the other.

DESIRABLE QUALIFICATIONS

Work Experience

  • Relevant professional experience in the United Nations System or other international development organization(s).
  • Experience in coordinating various contributions and inputs to elaborate documents in urgent circumstances.

  • Knowledge of the standard-setting instruments of UNESCO, notably the 1954 Convention (and its two Protocols), the 1970 Convention and the 2001 Convention.

 Languages

  • Knowledge of another/other official language(s) of UNESCO (Arabic, Chinese, Spanish or Russian).

The qualified candidate should be able to:

  • Contribute to the development of strategies for the protection of culture, from cultural heritage to creativity, fostering synergies between programmes of the Culture Sector and cross-cutting approaches with other UNESCO Programme Sectors.
  • Provide legal advice on the implementation of the 1954 Hague Convention (and its two protocols), 1970 Convention and 2001 Convention, including in the framework of the organization of the meetings of the Conventions’ governing bodies.
  • Contribute to the monitoring and analysis of the periodic reporting by Member States on the Culture Conventions managed by the Culture and Emergencies Entity, ensuring that priorities are addressed within the CEM operational programmes.

Long Description

  • Contribute to and support operational programmes and activities of the Culture and Emergencies Entity, ensuring the implementation of statutory decisions and ensuring organizational compliance with policies, procedures, rules and regulations.
  • Draft concept notes, project documents, and reports to be submitted to partners/donors – both public and private – aligning with priorities of the Culture Sector. This includes liaising with relevant sectors/bureaus/units within the Culture Sector at Headquarters, Field Offices, other Programme Sectors, central services, and partners/donors as necessary.
  • Participate in relevant international meetings to share good practices and contribute to the development of global strategies for the protection of culture and strengthen collaboration with national authorities, international organizations, and NGOs to ensure a coordinated approach to implementing the aforementioned conventions.
