Summary of Key Functions  

The Programme Management Advisor (Nutrition and Food Security) will be an interphase between Food Security and Nutrition aiming at strengthening linkage between both sectors. The objective of the Nutrition & Food Security Specialist will be to:

  • support cross-cutting analysis on food security and nutrition and contribute to a better assessment of vulnerabilities in Myanmar.
  • support cross cluster analysis to improve understanding of linkages between food security and nutrition in Myanmar.
  • support FSC partners in developing Nutrition Sensitive Food Security programming. 
  • ensure that Nutrition data is collected as per international standards by Food Security Cluster members in Myanmar

Education

  • Advanced university degree (e.g. Masters) in agricultural economics, economics, human nutrition or related social sciences is required.
  • A first-level university degree (e.g. Bachelor) in the above-mentioned fields in combination with two additional years of relevant experience may be accepted in lieu of the advanced degree.

Work Experience 

  • A minimum of seven years of experience in food and nutrition security-related analysis and programming in complex environments, with a particular emphasis on joint/integrated vulnerability analysis and programming is required.
  • Demonstrated expertise in food security and/or nutrition statistics, geospatial analysis, GIS and mapping and/or data visualization is highly desirable.
  • Demonstrated knowledge of standard analytical frameworks for food and nutrition security is required. 
  • A good understanding of the food and nutrition security context in Myanmar, with some years of working experience in Myanmar on nutrition and food security is a strong advantage.
  • Familiarity with the humanitarian coordination architecture and in particular with the Humanitarian Needs Overview (HNO) and Humanitarian Response Plan (HRP) processes is required.
  • Demonstrated ability to deliver training and to provide capacity strengthening to partner organizations, in particular local organizations of varying size and capacities, is required. 
  • Computer literacy is required. Experience using data analysis software is preferred.

Languages

  • Fluency in English is required.
  • Working command of the oral Myanmar language is a strong asset.

Summary of Key Functions 

  • Conduct agriculture sector and sub-sector assessments for tracking efficient, scalable climate-resilient practices in priority sub-sectors including recommendations for private sector investment, in complementarity with the Technologies Needs Assessment (TNA) Report.
  • Develop agriculture sector roadmap including clear policy recommendations and climate financing strategy based on the Updated NDC and 2030 CC Strategy of Georgia. This activity includes 2 national consultations in Tbilisi for 30 persons each.

Summary of Key Functions

Strategy development:

  1. In collaboration with WFP Human Resources and in line with WFP/EME organizational strategy, the gFSC 2023-2025 strategic plan, and the practical realities of operating in the field, establish a global Food Security Cluster (gFSC) surge and/or support, and capacity development strategy.
  2. Provide strategic and technical advice to the WFP gFSC Global Coordinator to build and manage talent within / for the FSC, and thus developing a high caliber workforce to deliver business objectives.

Implementation

  1. Build the gFSC surge and/or support, and capacity development team, leading the design, planning and implementation of gFSC roster initiatives and systems to meet gFSC objectives and in support of the IASC. 
  2. Oversee and advice the development of functional trainings, based on the IASC Reference Module for cluster coordination.

Learning

  1. Maintain and share knowledge of external business developments, and where appropriate amend/design gFSC systems and activities in order to drive a culture of improvement, including through lessons learned exercises.
  2. Define a methodology to continually assess the delivery, results, and impact of gFSC capacity development initiatives, both individually and at a global level.

  1. Build solid cross-functional relationships with other team leads within the Cluster and with relevant departments and staff in EME and WFP at large. Partner with other surge and/or support and capacity development managers to achieve efficiency, coordination, complementarity and coherence to corporate requirements.
  2. Enhance gFSC contributions in different inter-agency forums such as the Inter-Agency Standing Committee (IASC), on subjects related to cluster coordination, trainings and surge and/or support through direct participation, briefings, information products and other materials.

  1. Oversee the consolidation and analysis of data and information, identifying trends/potential issues, presenting recommendations and influencing managers to tackle complex problems. 

QUALIFICATIONS & KEY REQUIREMENTS

Education: 

  • Advanced University degree in food security, economics, politics, international relations or related field.

Professional Experience: 

  • 8 or more years of postgraduate professional experience in Emergency and Operations in a variety of humanitarian contexts.
  • Experience in working with international coordination systems, as well as exposure to the Inter-Agency Standing Committee (IASC) cluster approach.  
  • Experience in managing a team with varied areas of expertise, and in complex project management, and / or implementation of change initiatives.
  • Specific Food Security Cluster experience or Cluster experience would be an advantage.

KEY ACCOUNTABILITIES (not all-inclusive)

Emergency Coordination

  1. The role of the Food Security Cluster Coordinator, as set out in the IASC generic Terms of Reference, is to ensure a timely, coherent, and effective food security response by mobilizing stakeholders to respond in a strategic manner to a humanitarian crisis and to lead and facilitate this process. 
  2. Undertake planning and strategy development by contributing to the HRP and lead the process for the FSC through coordinating the design of the response strategy and logframe, in consultation with the cluster partners. 
  3. Establish and maintain appropriate humanitarian coordination mechanisms to facilitate cross-functional coordination at the appropriate level and convene the FSC counterpart, other clusters as well as WFP and FAO various technical/functional areas to ensure that emergency preparedness and response is delivered in a coherent, integrated and efficient manner.
  4. Facilitate / lead needs assessment & analysis, support in conducting surveys such as EFSA /CFSAM/SMART, secondary data review, and dissemination of available information (inventory / repository) to partners 
  5. Ensure that available information is analyzed in a coordinated manner and utilized for decision-making at different levels (e.g., Integrated Phase Classification (IPC) or Cadre Harmonisé (CH) – country specific) 
  6. Ensure mainstreaming of cross-cutting and cross-sectoral issues (e.g., gender, age, HIV and AIDS, human rights, disability, environment, early recovery, protection, nutrition) and appropriate participatory and community-based approaches in cluster/inter-cluster needs assessments, analysis, planning, implementation and monitoring 
  7. Ensure the use and application of common standards (e.g., SPHERE standards and CHS), and harmonization of programmatic responses (SOPs on modality of delivery, Minimum Expenditure Basket, minimum assistance package).
  8. Provide timely situational updates to the FSC Cluster Lead agencies management, the FSC partners, the Humanitarian Country Team, the Humanitarian Coordinator, the government and affected population to ensure effective decision-making.
  9. Identify capacity gaps and needs and provide training and capacity building opportunities to FSC partners 
  10. Together with the FSC-IMO, support gFSC initiatives, e.g., CCPM (Cluster Coordination Performance Monitoring), global cluster annual overview, the Global Network Against Food Crises, etc. 
  11. Ensure that the FSC emergency response is coordinated with all partners, and authorities, and in line with the affected communities’ needs and priorities.
  12. Provide any required relevant support as needed.

Resource Mobilization 

  1.  Proactively support on mobilization of resources for an effective and sustainable coordination.
  2.  Leverage available funding mechanisms, partnership networks and communication and advocacy platforms to raise visibility of FSC partners’ emergency operations and requirements. 

Leadership and Management 

  1. Serve as a key advisor to CLA management on all matters related to the coordination of the emergency response. 
  2. Lead, motivate and develop a substantive FSC team to enable high performance.
  3. Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.

Tasks and responsibilities

Provide technical support to the implementation:

  •  Assist the senior international consultant in leading the technical team for the successful implementation of the matching grant component under Outcome 2 of the program
  • Monitor the implementation of a successful outreach campaign to inform the target population of support package opportunities
  • Supervise the technical revision by the team of applications received, from eligibility verification to grant agreement signature and grant disbursement
  • Successfully lead the organisation of required technical training sessions for applicants
  • Participate in developing and reviewing information materials, technical papers and guidelines relating to food safety for agribusiness and value chain development 
  • Analyse data, technical and policy issues, strategies and programmes to support the project in terms of development, competitiveness, inclusiveness and improved impacts on food safety for agribusinesses, food systems and value chain development. 
  • Liaise with the monitoring and evaluation team to ensure adequate data collection throughout the implementation of the matching grant component 
  • Liaise with the extension team to ensure a proper coordination between the teams for the effective delivery of the support packages to FBOs and primary producers
  • Prepare weekly report about the implementation of the matching grant component for the senior international consultant.
  • Participate in the preparation of 6 months reports for the ENPARD IV project.
